On May 5-7, the Tenth meeting of the High-Level Working Group on the Caspian Sea (HLWG) was held in Moscow.
\nThe meeting was attended by the delegations from Turkmenistan (head of the delegation – M.G. Atajanov), the Republic of Azerbaijan (head of the delegation – S.A. Sharifov), the Islamic Republic of Iran (head of the delegation – A. Jahangiri), the Republic of Kazakhstan (head of the delegation – Z.A. Amanzholova) and the Russian Federation (head of the delegation – M.I. Petrakov). The meeting was chaired by the head of the Russian delegation M.I. Petrakov.
\nDuring the meeting, methods for establishing direct baselines in the Caspian Sea were discussed. During the meeting, the parties reviewed cooperation in the Caspian Sea and considered issues related to the preparation of the next meeting of Foreign Ministers.
\nThe delegations\u2019 representatives positively assessed the results of the negotiations and expressed gratitude to the Russian Federation for the high organizational level. The next meeting of the HLWG will be held in Turkmenistan at the time agreed upon through diplomatic channels.
\nMeeting of the Chairman of the Halk Maslahaty of Turkmenistan with the President of the French Republic
\nAs part of the official visit to the French Republic, a meeting was held between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of France Emmanuel Macron.
\nFollowing the joint photo ceremony, negotiations took place between the National Leader of the Turkmen people and the President of the French Republic in a narrow format.
\nHaving warmly welcomed the distinguished guest, the head of the friendly state Emmanuel Macron expressed gratitude for the accepted invitation to visit France and satisfaction with the opportunity to discuss priority issues of interstate relations.
\nThe Chairman of the Halk Maslahaty of Turkmenistan expressed gratitude for the hospitality, noting the productive nature of the fruitful interstate dialogue established in recent years, built on the principles of friendship and mutual understanding.
\nDuring the subsequent exchange of views on key issues on the international agenda, the National Leader of the Turkmen people particularly emphasized that our country relies on its neutral legal status in its international activities.
\nThe oil and gas complex, satellite communications technologies, transport, construction, water resources, chemical and pharmaceutical industries, agriculture and others were identified as promising areas of Turkmen-French partnership.
\nThen the signing ceremony of bilateral documents took place. These include: Declaration on cooperation in the field of sustainable urban development between the Government of Turkmenistan and the Government of the French Republic; Roadmap for cooperation in the field of education and through higher education institutions for 2025\u20132026 between the Ministry of Education of Turkmenistan and the Ministry for Europe and Foreign Affairs of the French Republic; Agreement between the Ministry of Culture of Turkmenistan and the National Museum of Natural History of France on cooperation in the field of archaeological research work; Framework agreement between the T\u00fcrkmenaragatna\u015fyk agency of the Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan and Thales Alenia Space France on equipping the national telecommunications satellite T\u00fcrkmen\u00c4lem 52\u043ee-2; Memorandum of Understanding between the State Concern T\u00fcrkmengaz and the company Kayrros SAS (French Republic).
\nThe negotiations then continued with the participation of members of the delegations of the two countries in the format of a business meeting during dinner.
\nExpressing gratitude to the President of France Emmanuel Macron for the invitation to pay an official visit to Paris, as well as for the hospitality and conditions created for work, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty conveyed warm words of greeting from President Serdar Berdimuhamedov.
\nNoting the fruitfulness of the conversation with the President of France, during which the parties confirmed their desire to further develop multifaceted cooperation in the political, economic and social spheres, the National Leader of the Turkmen people, taking the opportunity, expressed gratitude to France and its leadership for their continued support of Turkmenistan\u2019s neutrality and international initiatives.
\nThe Chairman of the Halk Maslahaty of Turkmenistan stressed the importance of the First Summit held in this format last month, which emphasized the need for interregional cooperation on issues such as peace, security and stability.
\nIt was noted that Turkmenistan supports the provisions of the \u201cEU Strategy for Central Asia\u201d and the \u201cJoint Roadmap for Deepening Ties\u201d and expresses its readiness for active cooperation within the framework of such a European initiative as the \u201cGlobal Gateway\u201d.
\nTaking into account the presence of modern transport infrastructure in Turkmenistan, the prospect of further development of the Trans-Caspian transport corridor using the potential of the Turkmenbashi International Sea Port on the Caspian coast is of particular interest to us, said Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov.
\nTouching upon issues of trade and economic partnership, the National Leader of the Turkmen people Gurbanguly Berdimuhamedov noted the existing great opportunities for bringing it to a higher level.
\nAs reported, during the meeting with President Emmanuel Macron, a number of specific measures were discussed to intensify cooperation in key areas such as energy, transport, water management, and satellite technologies. The Chairman of the Halk Maslahaty of Turkmenistan noted the reduction of methane emissions, information and communication technologies, the banking sector, and the private sector as other promising areas.
\nTaking into account France’s major international environmental initiatives and its leading position in the field of tourism, it was considered appropriate to initiate joint work in these areas as well.
\n\u2013 We attach particular importance to Turkmen-French cooperation in the social sphere. Francophonie Days, screenings of French films, exhibitions, concerts of artists of the two countries are regularly held, – said the Chairman of the Halk Maslahaty.
\nThe productive nature of more than 30 years of collaboration in the field of archaeology was also emphasized.
\nSpeaking about one of the new interesting areas of cooperation \u2013 speleology, the Chairman of the Halk Maslahaty of Turkmenistan noted that French specialists have already conducted two successful expeditions to the unique caves of the Koytendag mountain range.
\nIn conclusion of his speech, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov once again thanked President Emmanuel Macron and all French friends for the warm welcome, confirming Turkmenistan’s readiness for a multifaceted, effective and mutually beneficial partnership.
\nExpressing gratitude to the National Leader of the Turkmen people for the meaningful speech, French President Emmanuel Macron noted the importance of the proposals made and, taking the opportunity, asked to convey his best wishes to the head of state Serdar Berdimuhamedov.
