A specialized training course aimed at developing media and legal literacy among bloggers and digital creators was held at the OSCE Centre in Ashgabat.
The initiative brought together national specialists and Adil Jalilov, an international expert from Kazakhstan, emphasizing the growing role of online content creators in shaping public perception.
Addressing the participants, Acting Head of the OSCE Centre in Ashgabat Rune Kastberg noted that social media activity today equates to public responsibility. Therefore, the training program focused on key issues in the modern digital environment: critical analysis of information, identifying fakes, countering manipulation, and the practical use of fact-checking tools.
A separate section was devoted to the new reality of content created using artificial intelligence. Participants discussed not only methods for recognizing it but also the legal and ethical aspects of using such technologies. Issues of correctly labeling advertising materials, liability for disseminating false information, and rules for handling personal data were also addressed.
Today, such knowledge is becoming an integral part of bloggers’ professional activities. A high level of media literacy allows authors not only to build audience trust but also to avoid legal, image, and reputational risks.
Developing these competencies is in line with Turkmenistan’s long-term commitment to strengthening digital security and sovereignty. Educational initiatives complement the existing legal framework governing the internet and user protection.
The country has already adopted key legislation ensuring cybersecurity, including the laws “On Cybersecurity,” “On Personal Information,” and “On the Legal Regulation of Internet Development and the Provision of Internet Services.”
This course marks another step toward building sustainable “digital immunity” in society. In a context where online content has real influence and legal frameworks are becoming increasingly clear, media and legal literacy are becoming a key tool for responsible work in the digital environment.
