On December 7, 2025, the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan hosted a presentation ceremony for the new book by President of Turkmenistan Serdar Berdimuhamedov, “Türkmenistanyň Bitaraplygy – parahatçylygyň we ynanyşmagyň aýdyň ýoly” (Neutrality of Turkmenistan – a bright way of peace and trust).
Leaders and staff of the Ministry of Foreign Affairs, heads and representatives of diplomatic missions and representative offices of international organizations accredited in Turkmenistan, heads of diplomatic missions and consular offices of Turkmenistan abroad, faculty and students of the Institute, and media representatives attended the event.
The program opened with a performance by students of the Institute, who presented the literary and musical composition “Bitaraplyk – biziň baky bagtymyz” (“Neutrality is Our Eternal Happiness”).
The event featured speeches by Gulshat Yusupova, Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan; Rashid Meredov, Deputy Chairman of the Cabinet of Ministers of Turkmenistan and Minister of Foreign Affairs; Aksoltan Ataeva, Permanent Representative of Turkmenistan to the UN (New York); and Kakha Imnadze, Head of the UN Regional Center for Preventive Diplomacy for Central Asia.
The presentation highlighted the significance of the publication of the President of Turkmenistan’s new book, “Türkmenistanyň Bitaraplygy – parahatçylygyň we ynanyşmagyň aýdyň ýoly,” which presents a comprehensive and in-depth analysis of the country’s policy of permanent neutrality. As noted in the book, the main goal of Turkmenistan’s neutral status is to channel its geopolitical and geoeconomic potential toward ensuring peaceful life and creative development in accordance with international obligations and international legal norms.
It was emphasized that the Head of State’s work places particular emphasis on the ancient roots of Turkmen neutrality. In this context, the modern diplomacy of neutral Turkmenistan is characterized as a continuation of the historical legacy of the Turkmen people in accordance with the conditions of the new era.
The speakers noted that the publication was a valuable gift from the esteemed President to the Turkmen people and the entire international community on the eve of the 30th anniversary of Turkmenistan’s neutrality and International Neutrality Day.
At the conclusion of the event, the participants adopted an Address to the President of Turkmenistan, Serdar Berdimuhamedov.
