From 4 to 6 November 2025, a seminar titled “From Theory to Practice: Just Transition Policy Lab for Practitioners in CAREC Countries” was held in Bishkek. The event was organized by the Asian Development Bank (ADB) and the International Training Centre of the ILO (ITC ILO) within the framework of the CAREC regional project “Strengthening the Development of Green Skills,” and was attended by a delegation from Turkmenistan. The delegation included representatives of the Ministries of Education, Labour and Social Protection of the Population of Turkmenistan.
The event marked the final stage of the four-part training program “From Theory to Practice: Unlocking the Potential of Skills for Green Jobs in the CAREC Region.” It also brought together representatives of relevant ministries of CAREC countries, institutions of technical and vocational education, as well as experts in climate policy and green jobs.
The program aims to strengthen cooperation among CAREC countries and to develop practical mechanisms ensuring a fair and inclusive energy and economic transition. Special attention is given to creating new employment opportunities, retraining the workforce, and developing national action plans for integrating green economy principles and sustainable development into the education system and labor market.
Over the course of three days, seminar participants presented country team reports with key findings from previously completed courses, exchanged experience in developing green skills and sustainable professions, and discussed opportunities for regional cooperation to support employment in the transition to a low-carbon economy.
During the seminar, the Turkmen delegation presented the work being carried out in the country to develop human capital, train specialists for the green economy, and promote sustainable development principles in the fields of labour and education. Particular emphasis was placed on the role of the education system in preparing specialists capable of supporting environmental and technological transformations in the country.
At the end of the seminar, participants received certificates, as well as digital certificates using blockchain technology, ensuring transparency and data protection.
