Organized by the United Nations Children’s Fund (UNICEF) and taking place from October 18 to 24, this international event aims to improve inclusive education in the country and establish an integrated system for supporting persons with disabilities.
Portugal has become an international model for best practices in disability inclusion and inclusive education. Its experience is particularly valuable due to the long-term transition from fragmented forms of support to a fully inclusive system.
The objective of the study visit is to broaden the Turkmen delegation’s understanding of how an integrated disability-inclusive system—based on a coordinated service framework and the implementation of inclusive approaches—can be put into practice. Furthermore, it seeks to identify key milestones and lessons learned that could serve as a foundation for the next phase of disability-inclusive system development and inclusive education reforms in Turkmenistan. Guided by a human rights-based approach, Turkmenistan is implementing strategic reforms aimed at enhancing the quality, equity, and inclusivity of the educational environment, while simultaneously strengthening a comprehensive support system for children with disabilities and their families.
The national delegation includes M.G. Pirliyeva, Acting Head of the Preschool Education Department at the Ministry of Education of Turkmenistan; O.B. Alamyshova, Chief Specialist of the General Secondary Education Department; B.O. Muhammedova, Principal of Specialized Secondary School No. 74 in Ashgabat; and G.A. Hudaybergenova, Director of Kindergarten No. 111.
