In a collaborative effort, UNICEF and the Ministry of Labour and Social Protection of the Population of Turkmenistan have initiated a national certification training program designed to strengthen the professional competencies of social workers. The program, which is scheduled from June to December 2025, consists of five intensive modules. These modules are structured to provide a robust foundation in theory, professional ethics, client communication, social work methodologies, service delivery, and ongoing professional growth.
The curriculum is a culmination of a five-year collaboration between UNICEF and the Ministry in building the social workforce through continuous training and supervision. Additionally, it draws from joint curriculum development efforts with the Ministry of Education. The materials have been carefully updated to reflect both international and national standards, incorporating interactive learning techniques such as group exercises, role-playing, and case discussions to facilitate practical application.
The inaugural online module concluded successfully in July, with more than 60 frontline social workers, social service institution heads, and university instructors from Magtymguly Turkmen State University and Seydi Pedagogical Institute in attendance. Over the course of five weeks, participants delved into the theoretical and legal underpinnings of social work, examining relevant international and national legislation, ethical guidelines, and service provision standards. The module also covered key topics such as family psychology, child development, crisis intervention, disability, and child protection, equipping participants with practical tools for engaging with vulnerable populations. Through group discussions and real-life scenarios, participants honed their skills in family needs assessment and risk identification.
Two more in-person sessions will be held later in the year, concentrating on effective family communication, care planning, and progress monitoring. The overarching objective of the initiative is to cultivate a highly proficient and professional social service workforce dedicated to providing quality support and protection to children and families in need.
